	1) GENERAL BACKGROUND
The PECSME Project achieved its goals of curbing the annual growth rate of GHG emissions by addressing the technical capacity weaknesses and by improving the industrial process components in five selected SME sectors (i) Brick-Making; (ii) Ceramic; (iii) Textile; Food-Processing, and (v) Pulp & Paper. In addition to providing technical support to small- and medium-scale enterprises and Energy Efficiency Service Providers (EESP), the PECSME project includes a set of activities with the aim of proceeding to sustainable EC market transformation and speeding up the investment process in priority industrial sectors. During the project design phase, the project team pointed out a major lack of collateral to back potential borrowers for the purpose of investing in energy efficient equipment and industrial process improvements. Among its 6 components, a LGF was implemented to overcome the barriers and fill the gap in terms of collateral by providing a guarantee to commercial banks willing to lend money for EC projects. The PECSME project will end in October 2010 and the UNDP and PMU intend to provide the energy efficiency sector with a sustainable financial mechanism to support EC activities in a number of GHG emission-intensive priority industrial sectors after the PECSME project will be over. The Clean Development Mechanism has been identified as a potential financial mechanism the PMU would like to explore. Avoided GHG Emissions as a Result of PECSME EC Project Implementation In accordance with the PECSME objective, the whole project should result in a significant impact on GHG emissions reduction in priority industrial sectors (Textiles, Food Processing, Pulp & Paper, Brick- and Ceramic-Making). The cumulative impact of EC projects from 2006 to 2010 was estimated at about 600 ktons CO₂ and it is estimated that most of the GHG emissions reduction will be generated by two priority sectors: 200 projects in the Brick sector and 150 projects in the Ceramic sector. In the event the PMU should reach its target of 200 completed projects in the Brick-Making sector by the end of 2010, the annual CO₂ reduction for such a bundle of EC projects should be close to 200 ktons. Spread over a period 10 years (2010 to 2020), the cumulative CO₂ emissions reduction should be 2,000 ktons. In the Ceramic-Making sector, where the target is 150 EC projects, the cumulative CO₂ emissions reduction should be close to 800 ktons spread over the same period of 10 years. Problem Statement As of July 2008 from whole Vietnam, PDDs for about 60 project activities were submitted to Vietnam’s DNA for approval, 44 of which were approved. In addition, the DNA also granted endorsement letters for 16 project idea notes (PINs). For the time being (based on data that was available in May 2009), only four projects were successfully registered with the CDM EB and one of them received a first CER issuance. The likely lack of capacity, especially in terms of CDM methodology, particular modalities and CDM project design has been pointed out as a significant cause of the slow pace of CDM development that should arguably result from energy conservation projects in the brick and ceramic making sectors.
2) OBJECTIVES OF THE ASSIGNMENT
By the end of 2010, the PECSME project should have had a significant cumulative impact on GHG emissions reduction in priority industrial sectors. The target of 536 ktons (cumulative reduction from 2006 to 2010) should be reached in accordance with expectations. Most of the GHG emissions reduction will result from improvements in the Brick- and Ceramic-Making sectors. At this point in time, about one year before the PECSME will be completed; the PMU intends to provide the stakeholders with a special training related to CDM methodology, Projects Bundling Modalities and Additionalities, GHG emissions Baseline, Monitoring and Verification Methodology, CER Issuance and cost-effectiveness calculation/analysis. In addition the training delivery must deal with issues of CDM Program Implementation Process: procedures and guidelines. The strategy the PMU would like to implement mainly consists in bringing together several small-scale GHG emissions reduction projects with the aim of creating a single CDM activity or portfolio in some selected priority sectors: brick-making and ceramic industrial facilities.
	3) SCOPE OF WORK
	a. Summary Scope Of Work/Key functions and tasks: In order to strengthening the identified weaknesses, the CDM capacity building activity should address several points broken down in some training modules with the purpose of providing stakeholders (SMEs, EESP, the financial sector and others project partners) with a introductory training in regards to development and implementation of the CDM methodology and CER issuance resulting from EC projects in some selected priority sectors. b. Detailed scope of work: The training delivery aims to provide the participants with an introductory CDM training with the purpose of helping the PMU, UNDP and CDM project proponents to overcome some major constraints in developing and implementing a CDM project from the step of project identification, PDD approval and up to registration from the Executive Board and finally CER issuance. The training session should be broken down in some modules (the CDM specialist is free to rearrange the requested modules in another way) covering the following priority topics: - Overview of similar CDM Projects already implemented in Southeast Asia: Many GHG emissions reduction projects in the field of brick and ceramic-making industrial sectors have been achieved in several countries over the last 5 years. Select some examples of successful projects and some examples of projects have been rejected. Shortly spell out the particular components or features that could be transferred (or avoidable) in Vietnam. In particular, the PMU would like to learn about the best way for bundling EC projects: sector-based, province-based or another bundling arrangement? An outline of the lessons learnt from abroad will be useful in regards to CDM project bundling in the selected priority sectors. - CDM SSC Methodology and Related Additionalities: Layout of the methodology to be used for preparing the PDD and bundling small EC projects in accordance with the SSC modalities and additionalities. To what extent are the SSC Modality and project bundling approach appropriate for the development of CDM projects and towards successfully passing through all the stages leading to final approval and CER issuance? - SSC Modality Implementation Flowchart: According to the CDM project development procedures and institutional arrangements in Vietnam, the PMU and project partners need to learn about some standard requirements and step-by-step procedures (implementation flowcharts) and the likely delays that will be encountered in moving on from one stage to another. Into this training module, the IC will point out the pitfalls (if any) and barriers at each stage and will provide the participants with guidance in this regards. - Baseline Methodology: In the perspective of keeping the overall transaction costs as low as possible, this training module will deal with the methodology and requirements related to figuring the baseline or options the PMU should promote: (i) baseline prior the project implementation; (ii) impact (GHG) measurements, post-project implementation stage; (iii) data validation and data crosschecking according to priority industrial sectors. - Reliable GHG Emissions Reduction Monitoring Plan: The Monitoring Plan is a key issue for obtaining PDD approval and registration from the Executive Board and finally CER issuance. This training module should deal with the most appropriate impact monitoring procedures (among existing SSC guidelines) to adopt with the aim of readily complying with SSC requirements and the DOE validation process.
	4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL
	15 working days, October - November 2009 (5 working days in Hanoi, Vietnam and 10 working days at home-office); Starting date: 26 October 2009 The Consultant is not required to travel outside Hanoi for fulfilling his (her) assignment. Deadline for submission of application: 20^th October 2009
	5) FINAL PRODUCTS***
	Except the training material, the International Consultant is not required to prepare a report related to this assignment. - CDM three-day training session. - Training curriculum. - Training material: Power Point presentations and reference documents that the PMU can use in the future or having been used in preparing the training material.
	6) PROVISION OF MONITORING AND PROGRESS CONTROLS
	- Reporting to: Project Manager – Energy Conservation in Small- and Medium Scale Projects / Ministry of Science and Technology of Vietnam - Technical guidance and quality control: PECSME – International Senior Technical Advisor, National Senior Technical Advisor and Financial Mechanism Coordinator. - Training curriculum should be submitted to PMU 15 days prior the site presence. - Training material should be submitted to the PMU 10 days prior the training delivery time.
	7) DEGREE OF EXPERTISE AND QUALIFICATIONS
	Graduate or postgraduate Degree in energy technology - engineering or economics. - 5 years experience in outlining the CDM strategy and screening opportunities, UNFCCC procedures, methodology and modalities. - Proven track record conducting international / national research on CDM. - Excellent written and spoken English. 8) Admin support and reference documents - Working place for the International Consultant will be provided at the PECSME office. - The PMU will proceed with the training delivery evaluation at the end of the three-day training session. In addition, the PMU will be responsible for making the arrangements in regard to meetings, training delivery and printing of training material. - The IC will be required to conduct a one-week site presence in Vietnam from November 2 to 7, 2009. Prior his (her) site presence, the IC is required to comprehensively prepare the training material (training curriculum and Power Point presentations), and submit these documents to the PMU 10 days prior the training delivery. 	9) REVIEW TIME REQUIRED AND PAYMENT TERM
