In 2009, under the strict direction and coordination of Ministry of Science and Technology and Project management Unit, with the supervision of UNDP Vietnam, cooperation of the partners of the project, and collaboration of experts in the country and abroad, and great efforts of Project management unit, many results have been obtained from carrying out the Project.
a). Some policies at national level and local level have been issued or are being formulated; the number of localities taking part in project at different levels go up to about 20 provinces and cities.
b) Communication and enhancing awareness activities are continued to carry out on wider and deeper scale.
c) Training and practicing programmes aim to improving consultancy/ technology transfer skill on saving and efficiently using energy for energy saving service organizations have been done and are being carried out with the participation of numerous technical staff; Training programmes for enterprises have attracted 600 managers and technical staff of enterprises.
d) Fund of guarantee of capital loan has mobilized credit capital sources from Vietnam Trade and Industry Bank (Vietinbank) and Environmental protection Fund for the projects on saving and efficiently using energy. To the end of the year 2009, 35 projects was guaranteed capital loan and total undertaking for guarantee is of VND 22 billion equivalent to 1, 45 million USD.
e) Now, 320 multiplied projects in 5 selected industry branches have been done.
d) Estimated disbursement rate is 80% of budget plan per year
The Project is supporting actively for completing the bill on saving energy by Ministry of Industry and Trade. The bill on energy saving was submitted to the National Assembly by the Government in third quarter of 2009.
Many provinces and cities are taking part in the Project actively beside 10 provinces and cities, which were selected in the period of design. Owing to 320 finished multiplied and demonstrated projects, we have saved equivalently 125.000 tones of oils per year and reduced 526,380 tones of CO2 emitted into the environment.
The project was evaluated by many international experts that it obtained many good results and positive impacts. The project is directed toward proposed targets. Project progress report in the period from July 2008 to June 2009 was evaluated by Global Environmental Fund as high satisfied. The results of project have contributed positively to the national target programmes on sustainable development, environmental protection and using economically and efficiently energy. Bringing into play gained results, in 2010, the Project continues to organize training courses and workshops for businesses in 5 branches: pottery and porcelain, brick, paper, food processing, dyeing and textile, at the same time with those for energy saving service units. Besides, the Project will continue to work together with banks and Vietnam Environment Protection Fund to get rid of unnecessary complicated conditions and procedures, but still to assure risk avoiding for both banks and businesses when implementing projects.
